Al-Mansi was born in 1953 in Gaza. He holds a PhD in architecture from al-Azhar University in Cairo, and then became dean of the faculty of engineering at the Islamic University in Gaza. He worked as an architect for 13 years and designed and supervised several projects at the ministry of hajj and waqf in Riyadh, Saudi Arabia.
